National Family Week is celebrated on the last week of September every year to emphasize the important role of the family as embodied in the Philippine Constitution and the United Nations General Assembly proclamation of the International Year of the Family in 1994.
By virtue of Proclamation No. 60, s. 1992, then President Fidel V. Ramos mandated the observance of the National Family Week.
To ensure the proper observation of the National Family Week, Pres. Ramos created the National Steering Committee for the Observance of the National Family Week, through E.O. 241, s. 1995. Former President Gloria M. Arroyo expanded the functions and membership and elevated the Steering Committee into the National Committee on the Filipino Family (NCFF) through E.O. 238, s. 2003.
As stated in the latest Executive Order, the purpose of the NCFF is the promotion of the family as the foundation of the nation, its basic social institution, as well as the protection of marriage as the foundation of the family; likewise it shall provide opportunities for partnership with private sector particularly civic and religious, marriage and family organizations, educational institutions and media groups in promoting its goals and objectives.
Among the expanded powers of the NCFF apart from administering the observance of the National Family week, are to formulate policies, plans and programs for the family; coordinate the various sectors involved in family welfare; conduct researches and studies on the family and publish books and publications on the family; encourage training among groups related to the family; and to create and administer a national family fund for its programs and projects.
